Following recent changes to the site layout, rising construction costs, and a clearer understanding of community needs, Council is seeking to refine the design of the North Richmond Community Precinct.

The redevelopment of the North Richmond Community Centre will still create a location that will serve as a meeting and cultural space, social and recreational hub, and an emergency evacuation centre for our community residing west of the Hawkesbury River.

The Precinct is being delivered in stages to provide new and improved community spaces, recreational areas, and essential facilities for the growing North Richmond community.

Development Application 1 (DA 1)

Stage 1 – North Richmond Emergency Evacuation Centre and Youth Hall / Community Facility
Stage 1 focuses on the construction of a multi-purpose facility that will serve as the North Richmond Emergency Evacuation Centre during times of need. Day-to-day, it will operate as a Youth Hall and community space, providing a versatile venue for local activities and programs.

Community Consultation for Stage 1 has now closed - 5 December 2025.

Development Application 2 (DA 2)

Stage 2A – Community Centre and Creative Spaces
Stage 2A will deliver a new and expanded Community Centre, including:

  • A welcoming reception area
  • Three multi-purpose halls, featuring a large recreational sports and dance hall
  • Kitchen facilities and amenities
  • A dedicated creative residency space
  • Improved landscaping and expanded car parking

Stage 2B – Library and Council Customer Service Counter
This stage will establish a new North Richmond Library, designed to meet the needs of the growing community west of the river. It will also include a Council Customer Service Counter, where residents can access a range of in-person services such as rate enquiries, assistance with forms and applications.

Stage 2C – Playground Redevelopment
Stage 2C will focus on revitalising the Elizabeth Street Playground, creating a modern and inclusive play space for children and families to enjoy.

Stages 1, 2A and 2C will be delivered with funding from the Federal and State governments, and a contribution from Council. Stage 2B will be designed and approved under the DA, so that it is shovel-ready when future funding becomes available.

The North Richmond Community Precinct will be funded through the NSW Government's Western Sydney Infrastructure Grants Program and the Australian Government's Protecting Our Communities (Disaster Resilience) Program, with contribution from Council.

    HAVE YOUR SAY 

    Council is inviting the community to have their say on Stage 1 of the North Richmond Community Precinct, which focuses on the redevelopment of the Youth Hall and Community Facility. This upgraded multi-purpose space will provide opportunities for local programs, events and activities, while also serving as the North Richmond Emergency Evacuation Centre during times of need.

    The proposed design includes:

    •    A large multi-purpose hall / youth space to support programs and engagement opportunities for young people and the community. Adaptable as an emergency evacuation space for triaging or accommodation.

    •    A meeting room adaptable for community use and emergency coordination

    •    Kitchen facilities and amenities to support community and evacuation operations

    •    A welcoming reception and foyer area

    •    Improved pedestrian site access and landscaping 

    •    Self-supporting site capabilities, including solar power, a diesel generator and rainwater harvesting, ensuring emergency evacuation operations can continue in the event of mains power, water or sewer failures.
