North Richmond Community Precinct

At its meeting on 2 June 2026, Hawkesbury City Council endorsed the proposed naming for elements within the North Richmond Community Precinct, including:

North Richmond Community Hub (overall precinct)

North Richmond Youth Centre

North Richmond Community Centre

Hawkesbury Branch Library – North Richmond

The proposed names will be placed on public exhibition, providing the community with an opportunity to review and provide feedback before finalisation.

The naming process will support the development of a clear identity for the precinct, which will deliver a range of community, recreation and open space facilities for the North Richmond area.

We’re excited to share that the funding scope variation for the North Richmond Community Precinct has been approved.

This means we can confidently move ahead with delivering key parts of the project now, while planning for future additions as funding becomes available.

What’s happening next

• A new Youth Centre & Emergency Evacuation Centre, and Community Centre, Creative Residency space and Playground will be delivered now, including a multipurpose halls, amenities, parking and landscaping
• The library and customer service areas are planned for a future stage, with designs and regulatory approvals to be completed so they’re ready when funding is secured
• Some elements have been adjusted to keep the project within budget, while still delivering important community benefits
  
  

This staged approach means the community will start seeing new facilities sooner, with more to come in the future.

Council endorsed the Stage 2 Concept Design for the North Richmond Community Precinct, enabling the project to progress to detailed design. Community consultation on the endorsed concept design will be undertaken from Monday, 16 March 2026 to Monday, 13 April 2026.

Please note that the scope variation for the North Richmond Community Precinct grant is currently pending approval from the Western Sydney Infrastructure Grants (WSIG) Program.

Council will now review all submissions to help inform the next steps in the project. We’ll keep the community informed as the precinct develops.

Council has endorsed the Concept Plans for the North Richmond Emergency Evacuation Centre, allowing the project to progress to the detailed design stage. The Concept Plans will be available soon on Your Hawkesbury Your Say for community consultation. The Development Application for the Evacuation Centre / Youth Hall building will be lodged in the coming weeks.

At the Council meeting on Tuesday, 9th September 2025, Councillors agreed to move forward with a staged delivery approach for the North Richmond Community Precinct.

This means the project will be designed in full, but delivered in two stages. This approach allows important facilities to be built now, while also planning for future services as the community grows.

Stage 1 is funded through the Western Sydney Infrastructure Grants program, Disaster Resilience funding and Council’s budget. It will deliver the North Richmond Emergency Evacuation Centre and Youth Centre, along with a redeveloped and expanded community centre. This will include a new reception area, three multi purpose halls including a large recreational sports/dance hall. This will also include kitchen facilities, amenities and increased car parking, improved landscaping and renewal of the Elizabeth Street Playground.

Stage 2 will be delivered when additional funding becomes available. It will include a new branch library and a Council customer service desk with supporting administration areas. Because the full design will already be completed, this stage will be ready to start quickly once funding is secured.

This approach ensures the community begins to benefit from new facilities as soon as possible, while also preparing for the longer-term needs of North Richmond and the surrounding area.

Post meeting note: Since the report to Council, the project staging has been refined to align with the Development Application process. Stage 1 now refers only to the North Richmond Emergency Evacuation Centre and Youth Hall, while Stage 2 comprises Stages 2A, 2B and 2C.
