Following recent changes to the site layout, rising construction costs, and a clearer understanding of community needs, Council is seeking to refine the design of the North Richmond Community Precinct.

The redevelopment of the North Richmond Community Centre will still create a location that will serve as a meeting and cultural space, social and recreational hub, and an emergency evacuation centre for our community residing west of the Hawkesbury River.

The proposed improvements include:

  • A branch library service
  • Performing arts and rehearsal space
  • Multipurpose art studio space
  • Indoor sports court and change rooms to support hard-court sports
  • Precinct grounds improvements to create a mix of active and passive outdoor spaces with seating, shaded areas, barbecues and carparking.
  • Emergency Evacuation Centre (EEC)

Council is prioritising the early delivery of the Emergency Evacuation Centre by exploring the option of refurbishing the youth centre currently at the North Richmond Community Centre site. The EEC will be funded by a Federal Disaster Resilience Funding grant. This refurbishment can take place while the plans for the remainder of the site are developed.

The North Richmond Community Centre will be funded through the NSW Government's Western Sydney Infrastructure Grants Program ($23.97M) and the Australian Government's Protecting Our Communities (Disaster Resilience) Program ($2.5M).

    At the Council meeting on Tuesday, 9th September 2025, Councillors agreed to move forward with a staged delivery approach for the North Richmond Community Precinct.

    This means the project will be designed in full, but delivered in two stages. This approach allows important facilities to be built now, while also planning for future services as the community grows.

    Stage 1 is funded through the Western Sydney Infrastructure Grants program, Disaster Resilience funding and Council’s budget. It will deliver the North Richmond Emergency Evacuation Centre and Youth Centre, along with a redeveloped and expanded community centre. This will include a new reception area, three multi purpose halls including a large recreational sports/dance hall. This will also include kitchen facilities, amenities and increased car parking, improved landscaping and renewal of the Elizabeth Street Playground.

    Stage 2 will be delivered when additional funding becomes available. It will include a new branch library and a Council customer service desk with supporting administration areas. Because the full design will already be completed, this stage will be ready to start quickly once funding is secured.

    This approach ensures the community begins to benefit from new facilities as soon as possible, while also preparing for the longer-term needs of North Richmond and the surrounding area.
