Council has received funding through the Western Sydney Infrastructure Grants Program, which is funding transformational infrastructure projects across Western Sydney, to redevelop the much-loved Turnbull Oval. The redevelopment of Turnbull Oval will bring it in line with modern needs and expectations of the growing community, benefit local football codes and cricket teams, and provide for both male and female participation.

Proposed improvements include:

  • Refurbished amenities building with covered tiered seating to support canteen, club room, office, increased storage solution and compliant change spaces.
  • Upgraded multi-purpose courts
  • Integrated sporting fields for Rugby and Cricket (with upgraded drainage, irrigation and new turf where field expansion is required).
  • Upgrade of the 2 existing cricket practice nets
  • Shared path network with better connections
  • Increased tree planting
  • Upgraded carparking
  • New playground
  • Social gathering spaces including BBQs and seating

    Council considered the Draft Operational Plan 2026/2027, which includes the Turnbull Oval project under the Western Sydney Infrastructure Grants (WSIG) Program, resolving for it to be placed on public exhibition.

    As part of the draft Operational Plan, Council is currently reviewing funding options within the Capital Works Program, including a proposal to reduce its financial contribution to the Turnbull Oval project, in order to achieve a balanced budget position. If this were to proceed and Council were successful in obtaining the necessary variations from the funding body, it would likely mean the project would be limited to a reduced scope of works for delivery.

    While no final decision has been made, and the Operational Plan remains in draft, in parallel, the project team will engage with the NSW Western Sydney Infrastructure Grants program to explore potential options and to understand the implications of any required project variations should Council reduce the project's scope.

    Any future refinements will be considered as part of this process and, where necessary, presented to Council at a future meeting.

    Following the Council meeting on 9 September 2025, Council has endorsed the Turnbull Oval and Amenities Upgrade concept plans.

These plans incorporated valuable input from stakeholders and user groups to ensure the proposed design aligns with community needs and aspirations, while also remaining within the constraints of the approved funding envelope.

    Although Council did not formally endorse the concept plans to go out for community consultation, it also did not resolve to dis-endorse the project. Consequently, the project currently remains in a neutral position, with no definitive direction to either proceed or discontinue.

    As the next step, staff will engage with Council to seek clarity on its preferred direction for the project. This will include consideration of potential risks, funding constraints, and feasible alternative pathways to support an informed decision regarding the project’s future.
