Hawkesbury City Council is inviting community members to view and comment on Council’s Draft Operational Plan 2026/2027 and Draft Long Term Financial Plan 2026-2036, which are on public exhibition until Tuesday 12 May 2026.

The Draft Operational Plan 2026/2027 has been developed to outline the proposed actions and projects for the second year of the Delivery Program 2025-2029. It also includes information about rates, fees and charges and estimated income and expenditure. Hawkesbury City Council is inviting community members to view and comment on Council’s Draft Operational Plan 2026/2027 and Draft Long Term Financial Plan 2026-2036, which are on public exhibition until Tuesday 12 May 2026.

The Draft Operational Plan 2026/2027 has been developed to outline the proposed actions and projects for the second year of the Delivery Program 2025-2029. It also includes information about rates, fees and charges and estimated income and expenditure. The Draft Operational Plan 2026/2027 contains information about Council's Special Rate Variation (SRV) application, which is yet to be determined by IPART, including the renewal projects that would be funded through the SRV.

Council’s Draft Long Term Financial Plan 2026-2036 supports the Delivery Program and Operational Plan, demonstrating how Council will resource and fund its future activities. This document has been updated to incorporate Council’s future resourcing opportunities and challenges and align with Council’s priorities for 2026-2029. The document is also being exhibited.

  • Council’s Administration Building, 366 George Street, Windsor, Monday to Friday from 9am to 4pm
  • Richmond Branch Library, 29 West Market Street, Richmond, Monday to Friday from 9:30am to 6pm and Saturday from 9am to 1pm
  • Hawkesbury Central Library, 300 George Street, Windsor, Monday to Friday from 9am to 7pm, Saturday 9am to 1pm and Sunday 2pm to 5pm

All submissions must be made by 12 May 2026 via this page or via email addressed to the General Manager at council@hawkesbury.nsw.gov.au or mail addressed to the General Manager, PO Box 146, Windsor NSW 2756.

    All submissions must be made by 12 May 2026 via this page or via email addressed to the General Manager at council@hawkesbury.nsw.gov.au or mail addressed to the General Manager, PO Box 146, Windsor NSW 2756.

    Should you lodge a submission, it will be considered along with any other submissions received and may be included in Council’s meeting business paper. Your submission, including any personal information is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act 2009. The inclusion of personal information in your submission is voluntary. The information will ultimately be stored in Council’s records system.

    The inclusion of personal information with your submission is voluntary. However, if not provided Council will not be able to contact you about the proposal. The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.

    Under Section 10.4(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift. Where relevant a Political Donation and Gift Disclosure Statement is to accompany any submission lodged with Council. This statement can be obtained from Council’s Customer Experience Team or on Council’s website.

    Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc., for the purposes of the Privacy and Personal Information Protection Act 1988.

    Submissions are balanced with Council’s statutory obligations, the rights of the proponent and the public interest. Council must consider any submissions made before it decides whether to proceed with or abandon a proposal.
