In March 2021, the Hawkesbury River at Windsor experienced a 1-in-20-year flood event, which caused significant and irreparable damage to the river users' clubhouse in Governor Phillip Park. This clubhouse was a venue for Windsor's Power Boat Club.

In 2025, Hawkesbury City Council successfully secured funding from the Australian Government to demolish and rebuild the facility. The new development will be constructed at its current site in Governor Phillip Park, Windsor, however as required by the funding deed, the project will deliver a new multi-user community facility to replace the existing clubhouse.

The building will have improved flood resilience and is designed to cater to different types of recreational users of the river, and offers increased storage, course observation/judging room, large meeting areas, kiosk facilities, accessibility upgrades and modern bathrooms.

The Concept Designs for the proposed building were exhibited to the community over December 2025 and January 2026 and at this time the community were given opportunity to view the plans and have their say. The feedback received was reviewed and, where possible, considered when finalising the Final Plans.

NEXT STEPS

With the building plans finalised, the planning for the Windsor River Users Hub has now progressed to the Construction Design Phase, after receiving Development Approval in August 2026.

Once the Construction Design Phase has been completed, the Construction Tender Process will commence, followed by Construction Tender Award and the commencement of construction.

The Windsor River Users Hub is scheduled to be completed in June 2027, weather and site conditions permitting.

    Proposed naming of Building within Governor Phillip Park

    Notice is given that Hawkesbury City Council in accordance with Council’s Community Engagement Policy and the NSW Address Policy and User Manual and by resolution dated 2 June 2026 is seeking public comment regarding the naming of the building located within Governor Phillip Park, 1a Livingston Street, Windsor as ‘Windsor River Users Hub’. 

    The Windsor River Users Hub Project is being delivered by Council and is funded by the Australian Government’s Thriving Suburbs Program.

    Submissions on the proposed names are invited and will be received by Council until 5pm Wednesday, 29 July 2026.  Submissions should be addressed to the General Manager and can be mailed to PO Box 146, Windsor NSW 2756, or emailed to council@hawkesbury.nsw.gov.au or online at Your Hawkesbury Your Say up to close of business.

    Should you lodge a submission, it will be considered, along with any other submissions received and may be included in Council’s meeting business paper. Information contained in submission may, at the discretion of Hawkesbury City Council, be referred to the person (s) who initiated the proposal for appropriate consideration. Your submission, including any personal information, is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act, 2009. The inclusion of personal information in your submission is voluntary but, if not provided, may affect consideration of the submission.     We are now inviting the community to ‘Have Your Say’ on the Concept Plans for Windsor River Users Hub.

    Community Consultation will be open from Wednesday, 10 December 2025. Please complete the survey below before 11.59pm on Tuesday, 20 January 2025.

    Submissions can be made via the survey tab below, or in writing addressed to the General Manager, Hawkesbury City Council, PO Box 146, Windsor NSW 2756. Written submissions will be received until 4pm on Tuesday, 20 January 2025.
