Windsor River Users Hub
In March 2021, the Hawkesbury River at Windsor experienced a 1-in-50-year flood event, which caused significant and irreparable damage to the river users' clubhouse in Governor Phillip Park. This clubhouse was a single use venue for Windsor's Power Boat Club.
In 2025, Hawkesbury City Council successfully secured funding from the Australian Government to demolish and rebuild the facility. The new development, to be known as the Windsor River Users Hub, will be constructed at its current site in Governor Phillip Park, Windsor, however, the project will deliver a new multi-user community facility to replace the single purpose clubhouse.
The building will have improved flood resilience and is designed to cater to recreational users of the river, and offers increased storage, course observation/judging room, large meeting areas, kiosk facilities, accessibility upgrades, modern and contemporary changerooms and toilets.
After significant stakeholder and user consultation, the project has reached the first design stage, and the concept plans were endorsed by Council on Tuesday, 9 December 2025 to proceed to public exhibition.
The community is invited to review the plans and 'Have Your Say' no later than 11.59pm on Tuesday, 20 January 2026. Written submissions will be received up until 4pm on Tuesday, 20 January 2026.
