Update of Planning Proposal Policy and Guidelines
Council is exhibiting a draft update of the Planning Proposal Policy and Guidelines along with the associated amended Fees and Charges of the Hawkesbury City Council Operational Plan 2026/2027 relating to Planning Proposals.
The update of the Planning Proposal Policy and Guidelines provides the framework for the preparation, lodgement, assessment and determination of planning proposals received or initiated by Council. The policy and guidelines aim to improve transparency, ensure consistency in decision-making, and align planning proposals with Councils strategic planning objectives.
This update is required due to the release of new NSW Local Environmental Plan Making Guidelines 2026 by the Department of Planning, Housing and Infrastructure which made various amendments to the Planning Proposal process, including the Planning Proposal categorisation and stages.
These changes have been incorporated into the draft Planning Proposal Policy and Guidelines, and the amended Fees and Charges of the Hawkesbury City Council Operational Plan 2026/2027 relating to Planning Proposals.
The Planning Proposal Policy and Guidelines, and amended Fees and Charges relating to Planning Proposals will be available for view and comment from Wednesday 19 August to Wednesday 16 September 2026 by:

- Visiting Council’s Administration Building between 9am to 4pm, Monday to Friday at 366 George Street, Windsor.
