Hawkesbury Car Parking Survey
Parking in the key commercial centres of the Hawkesbury Local Government Area has been identified as needing review.
A Parking Study was undertaken in the second half of 2024 to assess the current state of parking in the Hawkesbury Town Centres of Windsor, South Windsor, Richmond and North Richmond to identify key issues and provide actions and principles to improve the quality of the parking.
The basis of undertaking the Study was following a Notice of Motion at Council’s Ordinary Meeting on 22 February 2022.
Windsor, South Windsor, Richmond, North Richmond Parking Study
Parking in these Town Centres is delivered through a mix of public and private parking, through on-street and off-street parking. The shared use of parking in these Town Centres by businesses, residents, commuters, and shoppers was a point of evaluation in determining the suitability of the current parking arrangements and restrictions.
Key findings from the study included:
- Parking Supply is generally considered to be sufficient for the overall demands for each Centre and an increase in supply is not required.
- The overall spread of parking durations requires adjustment to satisfy the diverse range of parking demands across each Centre in line with the available supply.
- The implementation of a paid parking and permit parking schemes are not recommended.
- Increasing the supply of Loading zones is not considered to be required.
- The current supply of Accessible parking spaces is considered to be sufficient with the preferred location being within car parks. A review of existing spaces is required to ensure compliance.
- There are currently no public EV parking spaces across the four Centres. Off-street car parks would be the suitable locations for the EV parking spaces on the grounds of safety and accessibility.
- A low occupancy of the Taxi zones was observed.
- Car parks need to be reviewed in line with meeting conformance requirements.

NEXT STEPS
The recommendations from the parking study are to be placed on Public Exhibition for 28 days to allow for community feedback, prior to any changes being adopted by Council.
