Council Meeting Outcome - 14.10.2025

Council endorsed the concept plans for the OALC project and endorsed a project staging plan which:

• (a) delivers the detailed design for the project with staging incorporated for staged delivery.
• (b) delivers construction of key elements: school-age amenities, a splash park, car park and certain compliance upgrades.
• (c) optionally includes a covered deck structure, subject to satisfactory tender responses.

The procurement strategy for the OALC project will be revised to decouple it from the Richmond Swimming Centre project. Council will explore further opportunities as they arise to secure external funding to bolster the project delivery.
