Hawkesbury City Council has prepared a draft concept masterplan for Navua Reserve and is seeking community feedback on the proposed future vision for this much-loved riverside space.

The plan focuses on improving accessibility, enhancing recreation opportunities, supporting environmental outcomes and upgrading visitor facilities, while protecting the reserve’s unique character and its special connection to the Grose River.

The draft concept masterplan includes potential future improvements such as:

  • Upgraded entry driveway with passing bays.
  • Formalised parking including accessible and trailer parking spaces.
  • Play and lawn areas for informal recreation.
  • New picnic shelters, seating and gathering spaces.
  • Accessible pathways and a loop walking track throughout the reserve.
  • Improved access to the river
  • Improved riverbank restoration and erosion control measures.
  • Additional shade tree planting and landscaping.
  • Interpretive signage celebrating the river environment, local ecology, flooding history and Aboriginal heritage.

Purpose of this Consultation

Council is seeking feedback on the overall vision and proposed improvements identified within the concept masterplan.

This consultation is intended to:

  • Inform the community about the proposed future direction for Navua Reserve.
  • Understand community priorities and aspirations for the reserve.
  • Gather feedback on proposed recreation, environmental and accessibility improvements.
  • Identify opportunities or issues that should be considered during future planning and design stages.
Submissions open Monday, 20 July 2026.
Submissions close Sunday 16 August 2026.

The masterplan and supporting images are conceptual only and have been prepared to guide the future development of Navua Reserve. The concept is subject to ongoing design development, technical investigations, statutory approvals and funding availability. Construction funding has not yet been secured, and implementation of the masterplan is expected to occur in stages as funding becomes available

Submissions close Sunday 16 August 2026.

Should you lodge a submission, it will be considered, along with any other submissions received and may be included in Council’s meeting business paper. Information contained in submission may, at the discretion of Hawkesbury City Council, be referred to the person (s) who initiated the proposal for appropriate consideration. Your submission, including any personal information, is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act, 2009. The inclusion of personal information in your submission is voluntary but, if not provided, may affect consideration of the submission. The information will ultimately be stored in Council’s records system.
