Draft Voluntary Planning Agreement 322 Grose Vale Road, North Richmond

Council is inviting community members to view and comment on the Draft Voluntary Planning Agreement that will apply to the proposed Kemsley Park development at 322 Grose Vale Road, North Richmond Lot 260 DP 123727 which is being publicly exhibited for a period of 28 days from 10 August 2026 to 7 September 2026.

The Draft Voluntary Planning Agreement is complementary to a proposed amendment to the Hawkesbury Local Environmental Plan 2012 including changes to the land zoning, minimum lot size map, height of building maps to facilitate subdivision of the subject site to create up to 350 housing lots.

The objective, nature and effect of the Draft Voluntary Planning Agreement are for the Developer to deliver a range of infrastructure works, land dedication and monetary contributions that are consistent with the scale of the proposed subdivision of up to 350 housing lots. The Draft Voluntary Planning Agreement includes the provision of shared paths, drainage and transport works, local and conservation parks, open space, ongoing maintenance obligations, and a monetary contribution towards capital works in North Richmond.

The Draft Voluntary Planning Agreement, an Explanatory Note and other supporting documentation is on public exhibition from 10 August 2026 to 7 September 2026 and can be viewed on Council’s website at https://www.yourhawkesbury-yoursay.com.au/ under the documents tab on this page.

A hard copy of the Draft Voluntary Planning Agreement and other supporting documentation can also be viewed during the exhibition period at Council’s Administration Building, 366 George Street, Windsor from 9am to 4pm.

Council will receive online submissions via www.yourhawkesbury-yoursay.com.au or in writing addressed to the General Manager by mail to Hawkesbury City Council, PO Box 146, WINDSOR NSW 2756, or email council@hawkesbury.nsw.gov.au(External link) up to close of business on 7 September 2026.

The details of any submissions may be included in a Council report or forwarded to the proponent where it may help to resolve issues raised in the submission. Information (including copies of submissions) may also be released in accordance with Council’s Access to Information policy.

Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc, for the purposes of the Privacy and Personal Information Protection Act 1988. The inclusion of personal information with your submission is voluntary. However, if not provided Council will not be able to contact you about the Draft Voluntary Planning Agreement. The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.
