Draft Fraud and Corruption Control Policy

Council has developed a Fraud and Corruption Control Policy in response to recommendations released by the Independent Commission Against Corruption, following the agency’s investigation into the former City of Botany Bay Council (Operation Ricco) whereby ICAC advised all NSW local Councils to assess their corruption prevention framework and operations to ensure that they remain resistant to corrupt conduct. As outlined in ICAC’s ‘Foundations for corruption prevention’ web page, implementing formalised systems and processes are a key tool for facilitating corruption prevention.

To strengthen Council’s commitment to the prevention, deterrence, detection, and investigation of all forms of fraud and corruption, Council commits to appropriate mechanisms to be in place to:

  • Protect public resources, including money, information and property
  • Protect the integrity, security and reputation of Council
  • Council holds accountability in implementing its fraud and corruption control arrangements.

The Fraud and Corruption Control Policy assists Council in effectively discharging its responsibilities under the Code of Conduct, Public Interest Disclosure Policy, the Public Interest Disclosures Act 2022, and the Independent Commission Against Corruption Act 1988. Fraud and corruption risks are managed in accordance with Council’s Risk Management Policy and Risk Management Plan.

The Fraud and Corruption Control Policy has been reviewed, and at its meeting on 12 May 2026, Council resolved to place the updated draft Fraud and Corruption Control Policy on public exhibition for a period of 28 days.

Council’s draft Fraud and Corruption Control Policy will be available for view and comment by:

  • Visiting Council’s website www.hawkesbury.nsw.gov.au via the Your Hawkesbury, Your Say tile
  • Under the documents tab on this page or by clicking HERE
  • Visiting Council’s Administration Building between 9am to 4pm, Monday to Friday at 366 George Street, Windsor from Monday, 25 May 2025 to Monday, 22 June 2026.

Submissions may be made by:

  • Completing an online submission via the SURVEY below before 11.55pm on Monday, 22 June 2026.
  • In writing, addressed to the General Manager, Hawkesbury City Council, PO Box 146, Windsor NSW 2756 up to 5pm on Monday, 22 June 2026.
  • By email to council@hawkesbury.nsw.gov.au up to 5pm on Monday, 22 June 2026.

Council will consider all submissions received at a subsequent Council Meeting.

Should you lodge a submission, it will be considered, along with any other submissions received and may be included in Council’s meeting business paper. Your submission, including any personal information, is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act 2009. The inclusion of personal information in your submission is voluntary. The information will ultimately be stored in Council’s records system.
