Hawkesbury City Council is inviting community members to view and comment on Council’s Draft Delivery Program 2025-2029 and Operational Plan 2025/2026, which are on public exhibition until Wednesday 7 May 2025.

The Delivery Program is a statement of commitment to the community from each newly elected council.

In preparing the Delivery Program, Council is accounting for its role in achieving the community’s long-term goals defined in the Draft Community Strategic Plan: Our Hawkesbury 2045, outlining what it intends to do towards achieving these goals during its four year term.

Designed as the key plan for all initiatives undertaken by Council

Designed as the key plan for all initiatives undertaken by Council, the Delivery Program ensures that all strategies, plans and funding allocations align directly with its objectives. Specific programs, actions and budgets are then outlined in Council’s annual Operational Plan.

The Draft Operational Plan 2025/2026 has been developed to outline the proposed actions and projects for the first year of the Delivery Program. It also includes information about rates, fees and charges and estimated income and expenditure.

Council’s Long Term Financial Plan 2025-2035 supports the Delivery Program and Operational Plan, demonstrating how Council will resource and fund its future activities. This document has been updated to incorporate Council’s future resourcing opportunities and challenges and align with Council’s priorities for 2025-2029. The document is also being exhibited.

All submissions must be made by 11 May 2025 via this page or via email addressed to the General Manager at council@hawkesbury.nsw.gov.au(External link) or mail addressed to the General Manager, PO Box 146, Windsor NSW 2756.

Should you lodge a submission, it will be considered, along with any other submissions received and may be included in Council’s meeting business paper. Your submission, including any personal information, is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act 2009. The inclusion of personal information in your submission is voluntary. The information will ultimately be stored in Council’s records system.

The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.

Under Section 10.4(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift. Where relevant a Political Donation and Gift Disclosure Statement is to accompany any submission lodged with Council. This statement can be obtained from Council’s Customer Experience Team or on Council’s website.

Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc., for the purposes of the Privacy and Personal Information Protection Act 1988.

Submissions are balanced with Council’s statutory obligations, the rights of the proponent and the public interest. Council must consider any submissions made before it decides whether to proceed with or abandon a proposal.
