Hawkesbury City Council is inviting community feedback on the draft Cultural Plan 2025–2029.

The Plan provides a roadmap for arts, culture and creativity in the Hawkesbury over the next four years.

Developed through engagement with more than one thousand community members, the Plan recognises that culture is not a luxury — it’s how we connect, belong and build resilient communities. It highlights the importance of creative expression, shared stories, and access to cultural experiences for everyone.

The Plan is built around three pillars - People, Place and Connection, which guide actions to support local creatives, enhance cultural facilities, strengthen community participation, and celebrate the Hawkesbury’s unique history and identity.

Your feedback will help shape the final Plan and ensure it reflects what matters most to our community


About the Hawkesbury Cultural Plan project

Hawkesbury City Council is developing a Cultural Plan as a roadmap to support and promote the ongoing improvement of the arts, heritage, and cultural activities in the region.

We know that the arts and culture enrich the lives of our community. From connecting with family and friends at the Hawkesbury Show, to discovering a new children’s activity at Hawkesbury Regional Gallery, the Cultural Plan affects everyone.

What is culture?

Culture is part of our everyday shared experience that gives meaning. We find culture in the streets, in nature, in history, and in the places we visit. A cultural activity can be as simple as reading a book or watching a movie at home – to watching a live music performance or visiting your local gallery. It is about our ability to ‘tell our story’ and learn about the stories of others.



The draft Cultural Plan 2025 - 2029 can be viewed during the exhibition period on Council’s online community engagement site www.yourhawkesbury-yoursay.com.au or between 9am to 4pm Monday to Friday at Council’s Administration Building, 366 George Street, Windsor. All submission must be made by 05 November 2025 via this link or via email addressed to the General Manager at council@hawkesbury.nsw.gov.au or mail addressed to the General Manager, PO Box 146, Windsor NSW 2756.

Should you lodge a submission, it will be considered, along with any other submissions received and may be included in Council’s meeting business paper. Your submission, including any personal information, is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act 2009. The inclusion of personal information in your submission is voluntary. The information will ultimately be stored in Council’s records system.

The inclusion of personal information with your submission is voluntary. However, if not provided Council will not be able to contact you about the proposal. The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.

Under Section 10.4(5) of the Environmental Planning and Assessment Act 1979, any person who makes a submission to Council is required to disclose any political donation or gift. Where relevant a Political Donation and Gift Disclosure Statement is to accompany any submission lodged with Council. This statement can be obtained from Council’s Customer Service Unit or on Council’s website.

Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc., for the purposes of the Privacy and Personal Information Protection Act 1988.

Submissions are balanced with Council’s statutory obligations, the rights of the proponent and the public interest. Council must consider any submissions made before it decides whether to proceed with or abandon a proposal.
