Council has secured funding to deliver a brand-new swimming facility in Richmond, replacing the aging 1960s centre with a modern, accessible, and year-round aquatic and fitness destination for the community.
Community feedback and development options for the Richmond Swimming Centre were presented at the December 2024 Council Meeting. The report considered several options, including retaining and refurbishing the existing pool. However, due to the condition and age of the current facility, it would not be able to meet long-term community needs, even with significant upgrades.
Following further detailed investigations and Council consideration at the April 2026 Council Meeting, the project will now proceed with an updated scope that enhances the originally adopted design. This represents a significant step forward in delivering a high-quality, financially sustainable, future-focused facility for the Hawkesbury community.
Key updates to the project scope following the April 2026 Council Meeting include:
Expansion of the outdoor 50-metre pool from six (6) lanes to eight (8) lanes, increasing capacity for both recreational and lap swimming
Inclusion of a gymnasium extension to support broader health and fitness opportunities, and improve the long term financial operating performance of the centre
The redeveloped Centre will provide:
Indoor and outdoor aquatic spaces to support year-round use
Improved accessibility for people of all ages and abilities
An outdoor interactive, zero-depth splash play area for young children
Upgraded amenities, including modern and accessible changerooms
Increased shade across the site
New community spaces, including picnic areas
A new indoor reception area
Café facilities with indoor and outdoor seating
Modern, efficient plant and equipment to improve water and energy use
On-site parking and dedicated bus drop-off areas
Please note: Updated detailed designs reflecting the recent Council-approved changes are currently being finalised. These will be published on this page once the design team has completed the revisions.
Council will continue to refine the design and provide updates as the project progresses.
Council has endorsed the design development of the new facility to continue, however as noted in the December 2024 report to Council, the project faces significant budgetary challenges primarily due to construction cost escalations since the original funding application. Value engineering with cost management have been implemented during design development with scope options assessed against the short-term and medium-to-long term project outcomes. Results of community consultation has helped inform Council decisions regarding project and scope priorities.

We are pleased to share an update following the Council Meeting held on Tuesday, 14 April 2026 regarding the Richmond Swimming Centre Redevelopment.
At the meeting, Council endorsed an updated project scope that includes:
Expanding the outdoor 50-metre pool from six (6) lanes to eight (8) lanes; and
Incorporating a new gymnasium extension within the facility.
These improvements will significantly enhance the centre’s capacity, functionality and long‑term value for the community.
Importantly, Council also confirmed its in‑principle commitment to proceed with the project and to fund the identified funding shortfall, subject to final confirmation of construction costs. This commitment allows the project to confidently move forward into its next stages.
As a result, the project will now progress to:
Redesign to incorporate the addition swim lanes and extension of the facility to include a gymnasium;
Lodgement of the Development Application, incorporating the updated designs;
Continued engagement with the funding partner to align the grant with the final design; and
Preparation for construction procurement, which includes early contractor involvement to help ensure the best outcomes for quality, cost and delivery.
These decisions provide a strong foundation for the redevelopment to proceed, bringing the project closer to construction and ultimately delivering an enhanced, modern aquatic facility for the community.

Councillors were supportive of seeking additional funding to ensure the project can be delivered. This funding will be pursued through loan borrowing and representations to the State Government to seek additional financial support. A further report will be presented to the April Council meeting with additional information to finalise endorsement, enabling the project to progress to the next critical stages, including Development Application submission and construction procurement.
