Exhibition of Draft Development Control Plan for Kemsley Park
Council is inviting community members to view and comment on the Draft Development Control Plan for Kemsley Park which will be on public exhibition for a period of 28 days from 10 August 2026 to 7 September 2026
The Draft Development Control Plan is complementary to a proposed amendment to the Hawkesbury Local Environmental Plan 2012 including changes to the land zoning, minimum lot size map and height of building maps to facilitate subdivision of the subject site to create up to 350 housing lots.
The Draft Kemsley Park Development Control Plan is aligned with the Redbank Development Control Plan in relation to built form outcomes and planning controls in order to ensure consistency of development pattern. The Draft Site-Specific Development Control Plan for Kemsley Park aligns with and supports the Kemsley Park Planning Proposal by translating the structure plan and key planning principles into detailed development controls. The Development Control Plan ensures the proposed zoning, minimum lot sizes, and the master planned layout are implemented in a manner consistent with the existing Redbank precincts.
The Draft Development Control Plan, and other supporting documentation are on public exhibition from 10 August 2026 to 7 September 2026 and can be viewed on Council’s website at https://www.yourhawkesbury-yoursay.com.au/ under the documents tab on this page.
A hard copy of the Draft Development Control Plan and other supporting documentation can also be viewed during the exhibition period at Council’s Administration Building, 366 George Street, Windsor from 9am to 4pm.
Council will receive online submissions via www.yourhawkesbury-yoursay.com.au or in writing addressed to the General Manager by mail to Hawkesbury City Council, PO Box 146, WINDSOR NSW 2756, or email council@hawkesbury.nsw.gov.au(External link) up to close of business on 7 September 2026.

The details of any submissions may be included in a Council report or forwarded to the proponent where it may help to resolve issues raised in the submission. Information (including copies of submissions) may also be released in accordance with Council’s Access to Information Policy.
Any comments about this proposal may contain information that is personal information, such as information that identifies you, etc, for the purposes of the Privacy and Personal Information Protection Act 1988. The inclusion of personal information with your submission is voluntary. However, if not provided Council will not be able to contact you about the Draft Development Control Plan. The information will be stored in Council's electronic records system and paper files. For your protection, Council recommends that you do not include defamatory comments in your submission.
