Draft Sustainability Policy
Council is inviting community members to view and comment on Council’s Draft Sustainability Policy, which will be on public exhibition for a period of 28 days, from Monday 6 July 2026 to Sunday 2 August 2026.
The Draft Sustainability Policy confirms the definition of sustainability for Council and establishes the internal organisational commitment to pursue sustainability. By identifying a whole of Council scope, the draft Policy identifies the sustainability relating strategic context of Council and creates linkages towards effective implementation and action.
The draft Policy establishes five key principles to guide governance decision making, processes and operations, including:
- Caring for Country
- Evidence Based
- Inter-generational equity
- Balanced consideration of environment, social and economic impacts
- Valuing Biodiversity and Natural Capital.
The draft Policy is structured around four interconnected strategic pillars, including:
- Pillar 1: Great Place to Live – Community Engagement and Equity
- Pillar 2: Sustainable Environments and Heritage – Environmental Protection and Biodiversity
- Pillar 3: Thriving Economy – Circular Economy and Resource Management
- Pillar 4: Effective Leadership – Climate Action and Disaster Resilience.
To implement the principles of the draft Policy across whole of business, the draft Policy ensures Council commits to:
- Corporate Sustainability
- Provision of facilities, services, resources and opportunities
- Sustainable growth and development
- Advocacy, education, collaboration and compliance.
The draft Policy has been developed considering examples of sustainability policies that have been adopted by other Greater Sydney councils in combination with best practice, Council’s existing Integrated Planning and Reporting framework, and Council's specific business structure.
The draft Policy further strengthens Council's alignment and commitment to the United Nations Sustainable Development Goals, the Sendai Framework for Disaster Risk Reduction, and good governance.

- Council’s Administration Building, 366 George Street, Windsor, Monday to Friday during opening hours, 9am to 4pm.
Council will receive submissions via the Survey Tab below, in writing addressed to the General Manager, by mail to Hawkesbury City Council, PO Box 146 Windsor NSW 2756, or by email to council@hawkesbury.nsw.gov.au (External link) up to Sunday 2 August 2026.
Should you lodge a submission, it will be considered, along with any other submissions received and may be included in Council’s meeting business papers. Your submission, including any personal information is accessible by any person upon written application, subject to Council’s Privacy Management Plan and the Government Information (Public Access) Act, 2009. The inclusion of personal information in your submission is voluntary, however, if not provided, may affect consideration of the submission. The information will ultimately be stored in Council’s records system.
The last day for the receipt of submissions is Sunday 2 August 2026.
