Draft Plan of Management - Richmond Park (Turnbull Oval)
Council is inviting community members to view and comment on Council’s Draft Plan of Management North Richmond Park (Turnbull Oval) which will be on public exhibition for a period of 42 days from -- June to -- July 2025
North Richmond Park (Turnbull Oval) is a multi-purpose sporting, recreation and community facility which hosts organised activities such as field sports (AFL, Baseball, Cricket, Rugby league, soccer, court sports etc..).
The Draft Plan of Management for North Richmond Park has been developed in response to the Crown Land Management Act 2016 which requires Council Crown Land Managers to develop Plans of Management for all Crown reserves under their management.
The Draft Plan of Management provides a framework for managing the land and sets out how the land is intended to be used, managed, maintained and enhanced in the future.
Council secured funding from the NSW State Government in 2023 for 10 community asset projects through the Western Sydney Infrastructure Grant funding program including Turnbull Oval which is a part of North Richmond Park. The Draft Plan of Management for North Richmond Park is accompanied by a draft concept plan which illustrates proposed physical changes to North Richmond Park.
Proposed improvements to the North Richmond Park (Turnbull Oval) will expand upon the current centre within the existing boundary to include better amenities for patrons, including:
• Refurbishment of the existing amenities building (club room, 4 change rooms, 2 referees change rooms, covered storage area, barbecue area, kiosk, toilets, first aid room, office and kitchen) with outdoor covered areas
• Installation of tiered sandstone seating with shade sail
• Construction of a separate shed for the cricket roller
• Renovation of the existing car park with separate entry and exit points
• Rugby league and cricket pitches to remain in similar locations with new line markings
• Installation of perimeter fencing
• Construction of a new playground on the current grassed netball court
• Upgrade of the multi-court area (3 courts)
• General landscaping improvements
• Services upgrades
• Installation of sports field lights.
The Draft Plan of Management -North Richmond Park (Turnbull Oval) and other supporting documentation is on public exhibition from – June to – July 2025 and can be viewed on Council’s website at https://www.yourhawkesbury-yoursay.com.au/ under the documents tab on this page.
A hard copy of the Draft Plan of Management - North Richmond Park (Turnbull Oval) and other supporting documentation can also be viewed during the exhibition period at Council’s Administration Building, 366 George Street, Windsor from 9am to 4pm.
