Draft Conservation Management Plan - Australiana Pioneer Village

Council is exhibiting a Draft Conservation Management Plan for the Australiana Pioneer Village at 496 Wilberforce Road, Wilberforce.

The purpose of the Australiana Pioneer Village Conservation Management Plan is to provide a guiding document to undertake a review of, and update cultural significance, opportunities and constraints and develop conservation policies and recommendations for the ongoing care and management of this State significant heritage place.

In preparing the Draft Conservation Management Plan the objectives were to:

• Review existing documentary evidence and commission additional documentary evidence in relation to:
  1. The Property
  2. Landscape
  3. Analysis of the existing flora, plant communities including identification of weeds
  4. Additional documentary evidence has been provided by Hawkesbury City Council who have also commissioned a Flood Risk Assessment, a Traffic Management and a Master Plan for the site.
• Prepare an Assessment of Cultural significance including a comparative analysis, definition of curtilage and an updated Statement of Significance of the Australiana Pioneer Village and Rose Cottage site.
• Expand on the Statutory Constraint and opportunities resulting from the additional studies undertaken to provide guidance as the ongoing use and development potential of the site.
• Review and expand the Conservation policies and guideline to address the new information.

The NSW Heritage Act 1977 includes provisions relating to the preparation of Conservation Management Plans to ensure consistency with the Burra Charter.

Conservation Management Plans outline what is significant about a place and how to manage changes over time to ensure the significance is retained.

Conservation Management Plans guide the use, management and change of heritage items. They should achieve the best possible conservation of heritage significance within the context of the real-world management circumstances of the item.

Conservation Management Plans identify opportunities and problems and define solutions, and can be helpful to a range of possible users, including:

• Owners and managers of heritage items in their ongoing management of items
• Owners and managers of heritage items in communicating the importance of their heritage items
• Owners and managers of heritage items when considering making changes to their heritage items
• Heritage and planning authorities in considering an application to make changes
• Communities with an interest in a heritage item

The finalisation of a Conservation Management Plan for the State Heritage Listed Australiana Pioneer Village provides the guidance required to manage the site and ensure that its significance is retained.

The Australiana Pioneer Village Conservation Management Plan will be available for view and comment from Wednesday 19 August to Wednesday 16 September 2026 at:
