Hawkesbury Car Parking Survey

Following a resolution of Council on 22 February 2022, a Parking Study has been undertaken to assess the current state of parking in the Hawkesbury Town Centres of Windsor, South Windsor, Richmond and North Richmond to identify key issues and provide actions and principles to improve the quality of this asset.

Parking in these Town Centres is delivered through a mix of public and private parking, through on-street and off-street parking. The shared use of parking in these Town Centres by businesses, residents, commuters, and shoppers was a point of evaluation in determining the suitability of the current parking arrangements and restrictions.

Key findings from the study included:

1. Parking supply is generally considered to be sufficient for the overall demands for each Centre and an increase in supply is not required.
2. The overall spread of parking durations requires adjustment to satisfy the diverse range of parking demands across each Centre in line with the available supply.
3. The implementation of a paid parking and permit parking schemes are not recommended.
4. Increasing the supply of Loading zones is not considered to be required.
5. The current supply of Accessible parking spaces is considered to be sufficient with the preferred location being within car parks. A review of existing spaces is required to ensure compliance.
6. There are currently no public EV parking spaces across the four Centres. Off-street car parks would be the suitable locations for the EV parking spaces on the grounds of safety and accessibility.
7. A low occupancy of the Taxi zones was observed.
8. Car parks need to be reviewed in line with meeting conformance requirements.

NEXT STEPS

At the XX Council meeting, it was resolved to undertake community engagement, relating to the proposed changes to parking outlined in the Parking Reports for Windsor, South Windsor, Richmond and North Richmond for a period of 28 days.

This community feedback will then be reviewed and utilised in preparing a final implementation plan and budget bid for consideration in the 2027/28 Operational Plan.

The final Implementation Plan will be presented to the Local Transport Forum for its technical review and advice with the recommendations of the Forum presented to Council.
